Added Options Dialog

Added options for toggling fullscreen and the scanline shader.

Not 100% happy with the scanline shader (or more specifically that I get mild headaches from it, but otherwise it looks great) so I made it optional. If there's overwhelming negative feedback I might remove it entirely.
